MY object in this paper is to suggest certain alterations and modifi cations in the constitution of the Upper House, with a view to maintaining and enhancing the social influence and value of the Peerage as a class, and to enabling the peers in their legislative capacity to perform the functions of a Second Chamber more bene ficially to the State, with more dignity and selfirespect, and in a manner more consonant at once with the general spirit of the age and with the original objects of the institution.
